The municipal building began construction in 1909 after the consolidation of the 5 boroughs (which occurred in 1898) necessitated a larger space for the city government. Civic Fame holds a crown with 5 turrets, representing the 5 boroughs. She also holds a shield with the NYC coat of arms and a branch of leaves.
